Why do women not account 49% in the list of candidate of the political parties in Election in India?

Women voter in India account 49% of the total Voter. Women representation in Legislative Bodies should also be 49%. At least 49% candidate for Election in Legislative Bodies   should be fielded by every Political Parties. It is up to political parties to decide composition of women candidate. They can keep balance keeping in mind social factors as well as political ideology but women deserve 49% representation in the list of candidate of the political parties. It is up to electorate to decide whom they will choose.
