State is responsible for mechanism against corruption.

Corruption is a disease which weakens immune system of human morality which in turn gives strength to virus of immorality which diverts resources society for individual benefit. Corruption reduces the access of individual to public services and elimination of corruption can only be achieved by improving quality of administration because the corruption gets oxygen in undemocratic environment. Lack of democracy or democracy on paper (lacking in reality) make corruption grow and to fight this disease there should be greater political participation with responsibility clubbed with accountability to the public welfare. A sense of development with objective for welfare of public in administrative setup with a self propelled reformative initiatives oriented towards development.
If a society cannot utilize its moral character   with an objective strategy with a plan to develop corruption free society we could not solve issues and problem relating to health, education and water and sanitation. Corruption is inversely to development to substantiate it make uses public resources for individual benefit in turn society is left with lack of less public amenities like educational institution, health facilities, public transport, roads, medicines food, pure drinking water, hygiene, sanitation and other facilities etc and infrastructure. Corruption affects society and public welfare disproportionately but empowerment of public with real democratic value and power proportionately affect development which in turn strengthen the society to fight corruption.  Democratic setup enhances the Capacity of public to establishing new capacities or strengthening existing ones, and developing the organizational abilities of government as well as society to fight corruption.
It is the responsibility of state to provide mechanism to support to initiative against corruption.
